dautari asks: I have been corresponding with a "girl" from Cheboksary, Russia. She wants to get tourist visa to USA.

She says the travel agency wants her to pay for the tickets and the visa together. I being an immigrant myself, have not heard of such a contract. Is it normal for Russian travel agencies to do that? I am pretty sure "she" is trying to scam me but I am playing along just to gather more information.
